Legal basis
Health workers can perform independently any work for which they are appropriately educated and trained
and for which they have appropriate equipment/facilities. They assume ethical,
professional and material responsibility and criminal liability for their work.
Health services can be provided by health workers who have appropriate professional education,
are adequately qualified for independent practice of their profession, and meet other criteria
set by the law and other regulations.
For independent work in the health sector, practitioners in certain professions and fields
must be registered and must hold a valid licence. The professions and fields that fall under
this regulation are determined by the minister responsible for health, taking into account – besides
the principle of expedience – also the required level of education, responsibility for decisions affecting health care,
and the development of the medical doctrine and medical technology related to protection of health and to prevention,
detection and treatment of diseases and injuries (Health Services Act, Consolidated Version 2).
